Prevention Council devised the "Manual for Emergency Preparation for Southern Kanto Earthquakes" in December 1988, to make the emergency measures effective by cooperation between the concerned bodies in the surrounding areas. This Manual prescribes the basic matters concerning the four areas of information, transportation, medicine, and rescue, as the emergency countermeasures to be taken by the National Government in an emergency. The Government implements ComprehensiveDisaster Prevention Drills based on the Manual every year and prepares for the emergency.
Action Plan for Promoting Earthquake Preparation in Big Cities Action Plan for Promoting Earthquake Preparation in Big Cities provides the following basic guidelines;
(a)construction of safe cities with an anti-disaster environment such as making buildings fire resistant, reserving open spaces, and establishing refuge points and evacuation routes,
(b)designing effective disaster prevention countermeasures such as fire defense, emergency medical services, rescue and security, and preparing for their effective implementation
(c)measures for reconstruction and other various necessary countermeasures to earthquake disasters. Those measures include;
(1) Basic principles for earthquake preparation in big cities
(2) Preventive Measures
1. Improving preparedness against earthquake disaster
2. Enhancing awareness of earthquake disaster
3. Conducting disaster-preparedness drills
4. Inspection and maintenance of public facilities
5. Improving the system for collecting and transmitting information, and telecommunication facilities
